The post
of Assistant Land Officer carries with it the ordinary 3rd
class satry. I see no beason why cadete who have pasead the
necessary law examinations should not be appointed to fill those

posts as well as those of Crown Solicitor and Acciatent Cro
Eolicitor which have been newly crouted. r J..Kemp, a cadet
who has passed the bar oxsination/hus in fact been recently
sppointed by the Decret...ry of State to be Vrown Policitor.
II.
It appeare from the tables in Annexe A that the
total number of passed cadets required by the departments, which
demand a knowledge of Chinese, is seven and from the tablos in
Annexe 2 it appears that the total number of paced cadets re-
quired by the departments which demand a knowledge of law is
five. That is to say at uny given ti e, in order to provide
for the ordinary vacancies due to absence or officers on full
pay and half pay leave, there should be an establishment of 19
passed cadets without substantive appointments. i do not see
how this number can possibly be reduced if the wovernment depart
monte are to be maintained at full strength.

At the present time the Government po sesses no
passed cadets trained in law and only two cadets (r E.A.Wood
and Mr J..Lloyd) who have passed in Chinese. There are also
6 unpassed cadete studying Chinese viz: Hauers H.Breen,
Lindsell, 5.4.B. McElderry, R.L.kmit, B.B.sayar: and two more
cadete have just been asked for in Your Excellency's despatch
No 92 of the 17th instant. Of those cadets it is probable
that Kesara A.E.Food and J...Llo d will be appointed lat and 2nd
Assistant Registrar General respectively towards the end of this
year (vido despatch No 81 of 6th March, 191. to Secretary
State). We hope also that #ouare Breen, Lindsell and cElderry
will pass their final examinations by next December.
